No SCL rating on messages submitted via SMTP on our Hub servers

We have our anti-spam agents running on our Edge servers. When messages are submitted by Outlook users they have an SCL rating of -1, which is to be expected.However, when messages are submitted to the SMTP service on our Hub servers there is no SCL rating allowing some messages to be routed to the Junk E-Mail Folder by Outlook
2007 clients.

Am I missing something, or are all messages supposed to be rated a -1 when they have been authenticated?
