ActiveSync Policy?

I currently am testing the activesync policy in Exchange 2007, with a windows mobile 6.1 device (The Moto Q9c) currently i have it set to require a password and allow password reset, well nothing seems to be working from any of that. i assigned the policy with those settings, and in owa it says "No Password Is Available" and on the device, the reset password button is greyed out, i have also re-synced & also removed the device completly and re-connected it. I cant get this to work if my life depended on it.

I had a similar problem but for some reason this sorted itself out after about 24 hours. When did you implement this policy?
