Unable to display the folder. Microsoft Office Outlook could not access the specified folder location message appears when a user tries to access her archived mail stored in a locally stored PST.
The file permission does reflect her as the owner of the pst file. Seems that even if I was to recreate the pst and copy the data in it over to the new file she encounters the same issue. I performed a scan pst on the file. It did recover errors and apparently resolved any issues it detected with the pst. But again this morning she is unable to access it.


Mailbox is fine, all mail in there are accessible. currently I am ensuring that the user saves all work and shuts down the pc for a reboot.

Is the file stored locally on the workstation?  PST file access is sensitive to communication path "hiccups".  This is one of the reasons why Microsoft doesn't support PST file access across LANs or WANs.  It really needs to be stored locally.

yes it is stored locally in a folder under the user's profile.
I right clicked on the file and do see that the properties do reflect that they are the owner and have full access rights to the file.

Also if they did not then a reboot or a restarting of the application should not allow them access again to the file. Which is not the case as they are able to access the contents of the pst file afterwards.
truly a baffling incident.

Another issue arises if another application is accessing the file.  Check to see if your AntiVirus software is scanning it, or if you have any other software that might be attempting to access the file.  Outlook needs exclusive access to PST files.

What do you mean by Windows synching the file?  From where to where?  Outlook is the only thing that should be accessing the file.

The location of the PST file doesn't matter - as long as Outlook knows where it is.  You can close the Personal Folder (right click on it in the left pane), move the file, then open it again in Outlook.

unforutnately I cannot change the location as we have standardized the location of the files to be in a folder called Exchange in the users profile.
I can try to see if having it in a new location also performs the same issues but that can only be a temp solution. As we work with universal images when staging pc's for users in our work environment.

Are you in fact using roaming profiles?  Nice sleuthing by Neko if true - not something I use in normal operations at my company, so it was something that didn't occur to me.

Given that PST files can get large, you probably need to look for alternate methods, including disallowing them and using a 3rd-party archival add-on.

Have you solved this problem yet? I'm very interested because I'm having similar problems and trying to rectify it.

I'm using outlook 2003 on Vista. Everything was fine until I couldn't use my Outlook properly. It started much slower and takes a few minute to navigate through folders. I can read some emails and access most folders but couldn't export/move/copy etc.After a few tries, this message comes up "unable to display the folder. the file x:\...\outlook.pst could not be accessed." when a blank page shows up.
I tried to copy/backup the pst file, it's 1.2GB, Windows started copy the file ok, until the last 5 seconds, it shows the file was corrupted or using by another program;
I used ScanPST.exe, it claimed pst file corrupt and ruturn no result;
I run chkdsk in CMD line, disk is fine;
I installed "Outlook Recovery Toolbox", it display all folders and mails but in recovery course, it just copy the pst file which is the same as I copy&paste mannually.
I installed Advanced Outlook Repair 2.1, it worked fine now. Successfully reconstructed the pst file!

Unable to display the folder Microsoft Office Outlook could not access the specified folder location error mainly appear due to corrupt PST files and so you need to go for inbox repair tool. But if it does not work, then try download demo of PST Repair Tool.
