Try to find out from the people who manage Messaging at your HQ what Spam filtering product(s) they use.  It looks like they are limiting the number of inbound messages either in total or per sender.  Ask them to remove or modify those limits from your domain and/or IP address.

Am I correct in thinking that this is due to Greylisting, explaining why some messages eventually get delivered as the Greylist expires and then renews its denial of mail from our IP.

It's possible they are using Greylisting.  In any case it seems they are using some sort of filter - which should be configurable.

Just being curious here - was anything done to correct the behavior or did things "just start working"?  Someone in the future is going to have a similar issue, find and read this thread, get to the end and wonder what happened.

Well my support team spent ages denying anything was wrong & that nothing had changed.
However the next day all mail had been delivered and is now delivering straight away,
I'm nolonger getting timed out in Telnet either, so i guess something must have changed there end.

But we'll never know

Thanks Again
