I have a group that I call 'internet reference' and my members that I want to receive emails going to this distribution group. For reasons of operability only one of these people is actually 'in' the domain. The others are not because the software we use I can not get to work. Anyway the mail that goes to this DG only goes to the one person 'in' the domain even though they ALL have domain email accounts. Does everyone in a DG have to be 'in' the domain for DG to work?

No, but it helps. For non-domain users, you can create 'Contacts' or mail-enabled users with the other user's email addresses and add them to the Distribution List. The users should then be able receive messages.
