OWA AD Permissions (Full Version)

Whenever I try to configure pretty much anything to do with OWA through the Exchange Management Console I get an error similar to this:

Failed
Error:
Active Directory operation failed on SERVER017.3tcsoftware.com. This error is not retriable. Additional information: Insufficient access rights to perform the operation.
Active directory response: 00002098: SecErr: DSID-03150BB9, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0


The user has insufficient access rights.

The above error was for changing some properties on the ECP virtual directory, but I get the same sort of error when changing the authentication method or anything similar.
Have I broken something on the AD permissions? What should they be in order to resolve this.
I am logged onto the box as the domain admin.

Yes, I've seen that and similar articles. My problem isn't that users can't use OWA or ECP, its that when I try and configure the OWA through the Exchange Management Console I get the error I posted. I can change deatils of the OWA virtual directory through IIS, but not the EMC.
