OWA Stripping HTML?

Scenario:

OUTSIDE THE DOMAIN:
HTML-formatted email message is sent to our Exchange server.

HOME OFFICE:
Email message passes firewall without change.
Email message passes spam firewall without change (Barracuda anti-spam appliance allows viewing of any email it handles and the HTML is intact).
Email message revceived by Exchange 2003 SP1 (part of Windows 2003 SBS Server).

REMOTE OFFICE:

Referring to the same message from the same sender, but sent to multiple recipients...
If email client is Outlook using IMAP:
Message arrives intact.

If email client is Outlook using Outlook Anywhere (aka RPC over HTTP):
Message shows it is now using plain text encoding (instead of HTML).
Some messages are readable, but have a lot of "=20" in them.
Other messages are just garbled.

If email client is Outlook Web Access:
Generally the same as RPC over HTTP.

This problem started occurring in early December, 2009. Existing setup had been working for just under a year with no problems of this sort.

What could be causing this?
