NJKOSTER -> Exchange 2010 ECP site redirects to Owa for users only the administrator has access (5.Mar.2010 6:10:29 AM)

History:
Before a migration of Netware to Microsoft we build an AD with Exchange 2007.
After this we change to Exchange 2010, and i deinstall exchange 2007 complete from the AD.
I installed Exchange 2010 in a new (default)organisation with separate roles: 3 MB roles 2 Hub Roles and 2 Cas Role servers
First i install the MB servers then the HUB and Cas servers.
An Forefront TMG cluster is used for acces from internet.
All users EXCEPT the account used to install Exchange 2010 cannot access their ECP site w/in OWA.
The ECP URL settings are configured correctly within the CAS - It's configured for Integrated & Basic authentication (have tried form based authentication as well)...however when accessing the site, I am prompted for credentials, which I subsequently enter, however it then proceeds to redirect to that users OWA inbox.
There are no event log errors that indicate WHY this is happening. As a troubleshooting step, I've attempted to add the user in question to the Exchange Organizational Management security group, and still can't connect.
I CAN access ECP site using the account I used to INSTALL Exchange.(administrator).
When i move a mailbox to an another database. In the time of moving I CAN access ECP site using the account. After the move is completed, and i try then to login, is redirects to owa again.
This is a fresh install of Exchange 2010, no upgrade, everything else seems to be working fine.
Please help.
