At the moment I have a exchange 2007 with an webmail frontend.
All the cellphones in the company connect to the “webmail” (SSL) and have the mailbox in sync in that way.

Is it possible to higher the security, so usernames/passwords cannot be bruteforced?
Can I install a personal/company certificate on the phones that allows the connection?
If the phone does not have this certificate, the connection is disallowed…

Can that (or something else) be accomplished?

Best regards
Martin

You can do device certificates as well. This is for Windows Mobile but should give you an idea.
