Messages not delivered.

I have a user complaining of messages not reaching their inbox on a distribution list. There should be 4 messages to one distribution group and 6 to the other. The message tracking only shows 2 for one distribution group and one for the other. Does this mean that they didn't hit our server or that something else happened?

Are these messages being sent from internal users / external accounts ?
If they are internal users: Are these users across servers Or same server ?
What is the expansion server designated for these groups ?
Are these groups local or across domains ?

Moreover, if your message tracking shows only two messages - well then the server processed only two messages. Simple.

This is from an external mailbox. What is the expansion server? So that means that the messages never made it to our organization then?
