Cannot send mail locally

Whenever our office tries to send an e-mail
through the exchange server to another user on
the server, the message goes to the SMTP
Mailbox Store then disappears and is never
received. Event viewer shows error 209 when this
happens. Has anyone experienced this?

What version of Exchange? Have you run Exchange Best Practice Analyzer?

I am running version 6.5.7638.1. I have not ran the analyzer but i can now. Also it is on windows server 2003.

this is the error

A non-delivery report (reason code unable-to-transfer and diagnostic code unrecognised-OR-name) is being generated for message C=US;A= ;P=ACS;L=DEATHSTARII-100708200915Z-14. It was originally destined for DN:CN=IT,CN=RECIPIENTS,OU=FIRST ADMINISTRATIVE GROUP,O=ACS§ (recipient number 1), and was to be redirected to . [MTA DISP:RESULT 16 136] (12)

It says a non-delivery report (NDR) is being generated. The message isn't disappearing, it is failing.

Does the sender get the NDR? If so, what does it say?

no there is no NDR being recieved, it just goes out as if it was successful

Is the Event ID 209 or 290?
Tell us more about your environment.
Does your Exchange Organization consist of a single server or more than one? If more than one, what version of Exchange is on each?
Was Exchange installed as 2003, or was it upgraded from a previous version (if so, which version)?
Did you re-install IIS after installing Exchange 2003?
