As I am feeling very stupid right now, can anyone tell me how to set up public calendars to be a resource that we can email to and have them auto-respond with a predefined message and the ability to schedule the room.

You can by creating a mailbox for the resource (instead of a Public Folder) and installing the AutoAcceptAgent (free from Microsoft).
