Istall prep returns 0x31 error

I am installing Exchange 2010 on and new Server 2008 R2 "Server2" that is in a forest with another Server 2008 R2 Domain Controller "Server1".

Server1
IPv4: 192.168.250.210
Subnet: 255.255.255.0
Gateway: 192.168.250.250

Primary DNS: 192.168.250.210

Server2
IPv4: 192.168.250.211
Subnet: 255.255.255.0
Gateway: 192.168.250.250

Primary DNS: 192.168.250.210

When I run the install wizard it returns an error "0x31"

I have run the DC tests and the DNS failed because it was pointed to the IP beyond the router for the ISP. I changed the primary to the DC server "Server1" and all tests for dcdiag /v and dcdiag /c PASSED.

What could be blocking "Server2" that the Exchange server is trying to be installed on? and how can I find the problem and resolve it?

Please make sure there are no references to external DNS servers on any DNS entries in your NIC properties. These should be handled by the forwarders tab on the DNS server.

Also check that your user is part of the following group:'Schema Admins' and 'Enterprise Admins'

0x31 error:

Server2 is logged in as administrator

Below are the settings for the NIC
IPv4: 192.168.250.211
Subnet: 255.255.255.0
Gateway: 192.168.250.250

Primary DNS: 192.168.250.210 (Server1)
Secondary: (blank)

The IPv6 is set to automatic

I do not see any reference to an outside IP

I have replaced a suspected router that was having some dynamic IP addressing issues prior to a firmware update just to eliminate it and put in a known good router.

I turned off all anti-virus and firewalls and still have the problem.

I tried to browse to the sysvol folder on Server1 and was unable to see any servers or files in the network.

When I browse the domain I can see Server1, Server2 and Server3 but I cannot see any folders or files.
