I have a couple of questions:

Do SharePoint Services come with the installation of MS Windows Server 2003 ?. Since we don't use it can it be safely removed ?

Same thing FOR MS Sql Server Desktop Engine ( SHAREPOINT).. Is this the dabase for Sharepoint Services ?. I see a contradiction here since it would require MS Sql Server for it to run. I don't have SQL Server Installed on the server anyway..

They do not.
In fact, with Exchange 2003 (where you posted the question) the use of anything SharePoint-y on an Exchange box is not permitted.
