I have an Exchange 2003 server that is not delivering some messages to Hotmail and a couple other popular domains.  I did a packet capture to see what was wrong with the problem messages.  It seems our Exchange server is sending a large packet of the first DATA fragment (8280 bytes in my case) and Hotmail is sending back 4 RST+ACK packets in response.  Then our Exchange server does nothing (no more packets).  This transaction repeats many times and the sender gets a delivery delayed message and finally a delivery failure message.  I can't figure out what the problem is.  I don't see any problems reported in the Event Viewer.  It seems in times past that a reboot would fix it, but it hasn't for this one.  If anyone has any clues or any pointers on how I can better troubleshoot, let me know.  Thanks!

Check your SMTP log (activate it first if needed).  That will tell you at a higher level what Exchange thinks is happening with the communication stream.
