I can't find this anywhere which leads me to believe it's not possible.

If you can publish your certificates to the GAL with Outlook 20xx, is it possible to publish your certificates with OWA?

What type of certificates do you want to publish? No the GAL contains exchange recipient information and a certificate is not an exchange recipient!

Though I agree that a certificate is not an exchange recipient, the GAL does contain reference information about certificates. The certificates are actually housed within Active Directory. Those certificates are attributes within User objects. You'll notice that in Outlook 20xx you can publish your digital certificates to the GAL that way users in your domain can send you encrypted email without having to first be sent a signed email.

More or less it keeps your public key... public.

My goal is to find out if this publishing feature can be found within OWA.

As for your actual question, it is a PKI certificate with the intended purpose of "Secure Email"
