"Forward only" user for Outlook?

I know this sounds screwy, but I'm being asked by management to restrict a user's Exchange account so that they can only forward emails-- not create new or reply. I'm guessing this isn't possible, but are there any account limiting features that I can use to help pacify this request?

A "forward" is still a "send" process. If the user is allowed to forward mail then he technically speaking can send emails. I do not think there is a way to do so. You can restrict the user based on who they can send\forward.
