We are running an Exchange SP2 mail server and have been for some time now. Recently it seems some external emails are not delivered locally to my users computers. When I say some I mean the problem is "spotty". If I send an email to a user from my personal Verizon account the first one may not arrive but the second one may. The problem also does not appear to be affecting all users.

I've checked the queues and nothing is getting held up there. I took a look at the Message Tracking center and can see ALL emails coming in regardless of whether or not they're delivered to the user, and all of them are listed as "Delivered locally to store to...". I elevated the logging of MSExchangeTransport to medium for all listed services and have not seen anything indicating a problem. Finally, I've checked the logs and while they're difficult to discern have not seen any glaring issues.

I have eliminated the possibility of it being a filter set in Outlook on the end users' computers based on the fact that the problem exists on a fresh install of the OS, Microsoft Office, etc. I'm running out of ideas and would greatly appreciate any further insight. Thanks so much-

He many MX records does your domain have and if more than one, does the mail that gets sent to the 2nd / 3rd MX records get delivered and forwarded / collected to / from your server or do they get rejected / delivered and then vanish into thin air?

I will check into the MX records to make sure nothing has changed. However, since I'm seeing the emails arriving on the server in the Message Tracking Center it would lead me to believe the MX records are fine.

Just to clarify, the issue occurs when an external person sends an email to one of my users. The email shows up on the Exchange server and is reported as being delivered to the user's message store, but never "appears" in Outlook or Web Access. Thanks-

If Exchange says it is delivering the messages, then some Rule somewhere is probably removing them, or Anti-Spam / AV software is removing them.

What do you have installed?

We use Vipre Enterprise across the entire facility. Configuration of the client is pushed down from one of our AD servers so it's all the same from one computer to the next. Vipre also has Exchange integration...which I'll admit I haven't looked at. My main thing that baffles me is that configuration of our Exchange server, Vipre, etc. has remained the same before and during the problem. I'll take a look at Vipre and let everyone know. Thanks-

Alright I checked the MX records and everything is still as it should be. Per the suggestions mentioned here I looked into the virus scanning software we have on the Exchange server (Vipre Enterprise) and it's not doing much of anything on the machine. I was not the person to originally configure it but it's not filtering anything at all...pretty much just sitting idle.

I also checked for rules in Outlook on the computer used by a person experiencing this problem. There was one rule that appears to be common across all machines at the facility but I removed it just to be sure.

Today I received an email from this person saying they had not received an email sent to them. I confirmed it to have arrived at the server and delivered to the mail store for the user.

I'm going to check through the event viewer again today to see if something stands out. If not I'm at a loss as to what's causing this. Any more suggestions?

I have thought about the database having issues. I have not yet run any integrity checks on it but it may be worth trying. For now I created a whole new account for the affected user but left the old one in place so I can keep diagnosing. Keep the ideas coming-
