We are running an Exchange SP2 mail server and have been for some time now. Recently it seems some external emails are not delivered locally to my users computers. When I say some I mean the problem is "spotty". If I send an email to a user from my personal Verizon account the first one may not arrive but the second one may. The problem also does not appear to be affecting all users. I've checked the queues and nothing is getting held up there. I took a look at the Message Tracking center and can see ALL emails coming in regardless of whether or not they're delivered to the user, and all of them are listed as "Delivered locally to store to...". I elevated the logging of MSExchangeTransport to medium for all listed services and have not seen anything indicating a problem. Finally, I've checked the logs and while they're difficult to discern have not seen any glaring issues. I have eliminated the possibility of it being a filter set in Outlook on the end users' computers based on the fact that the problem exists on a fresh install of the OS, Microsoft Office, etc. I'm running out of ideas and would greatly appreciate any further insight.
