I have a user whose mailbox, on outlook and OWA, is missing several emails. One of my employees worked on this issue to no avail. When I look in the mailstore on the server it shows over 900 items but when accessing OWA and Outlook there is only 10 or so items. There are no items in the deleted folders. Is there a way to retrieve the messages?

Does the 900 items refer the count shown in the ESM? If so, that number includes tasks, calendar items, contacts, and other non-messages.
You'll need to understand how and when the messages were removed.
A common cause is an Outlook profile that stores messages in a file (PST) instead of the mailbox. That causes all messages to be pulled off the server and onto a local file. If that's the cause, you can import the contents of the PST file back into the mailbox after changing the profile.
Another common cause is that the contents were deleted by the user. If that's the case, you'll need to find out how long ago it happened, then compare that against the deleted item retention configured for the Mailbox Store housing that mailbox. If the retention period hasn't expired, then the user can use the Recover Deleted Items feature under the Outlook Tools menu.
If the messages are nowhere to be found, the only option is to perform a data restore, ideally using the Recovery Storage Group.

It happened yesterday and from what she is telling me, one of my techs was logged into her computer and she was not aware and accessed Outlook, then she was prompted for credentials. Now that accesses her own profile she has only email from yesterday and today.

If your tech was connected to her mailbox, then you should check that tech's Outlook profile. In other words, login as that tech then look at the Mail settings in the Control Panel.
You could also search the entire hard drive for PST files, but depending upon the security profile of the two users, it may be invisible to the affected user.

Just changed the system policy. Just found out there has not been any backups running for the mail store or the server period. The retention looks to be set for 0 days (changed it to 14). Looks like the user is SOL.
Since the Outlook inbox is stored in PST files, corruption in PST files make the users unable to access the emails and attachments properly. If PST recovery process is executed, all the corrupted files can be repaired and lost data can be retrieved back. Using Kernel for PST repair tool, you can get your mailbox and deleted mails.
