I have been able to test outlook anywhere using a computer that is joined to my domain. Now im trying to test one that is not a member of my companies domain. It does not make the connection. I think this is due to certificates that the computer does not get becuase of the lac of domain membership. Am I right with this train of thought?

You are correct. Anyone outside of your organization who doesn't have an account on the domain would be unable to see your Free/Busy information...to my knowledge anyways. I know you can have forest trusts setup and whatnot that might make it possible, but I'm about 99% sure external users without an exchange account would not be able to see that info.
