One of our users received the error below and im wondering who needs to resolve it?

Diagnostic information for administrators:

Generating server: smtp.saturn.com

SomeOtherUser@AnotherCompany.com
[185.23.221.7] #<[185.23.221.7] #5.0.0 smtp; 5.3.0 - Other mail system problem 554-'Service unavailable; Client host [saturn.com] blocked using Barracuda Reputation; http://bbl.barracudacentral.com/q.cgi?ip=11.22.22.11' (delivery attempts: 0)> #SMTP#

Is this problem with our server or theirs?

Thanks

The short answer is that it isn't necessarily a server issue on either side, but a reputation problem. What that means is that Barracuda thought your IP address should be blocked for one of a variety of reasons. Clicking on the link in the message gives additional information.
