recipient policy - new email address

Hi Guys,
hope someone can clarify this for me. we are an organisation with 3 domain names (come about through company acquisitions) and these domains are configured in our exchange environment (2003) to receive emails to thoe users configured for those domains. some users only have 1 domain, some 2, some all 3.

e.g.
Pri SMTP domain: company1.com
sec smtp domain: company2.com
sec smtp domain: company3.com

PROBLEM: all 3 have worked previously, but through some fiddling with the recipient policies (duh!), now users with the company3.com smtp address are no longer receiving external emails (internal is fine)

our setup is this:
in ESM, our recipient polices have been configured with 2 policies:
1) Default Policy - has company1.com, company2.com, company3.com all configured and UNTICKED in the "Email Addresses (Policy)"
2) 'Company 1 email policy' - has only company1.com ticked in the recipient policy, but has the domains of company2.com and company3.com listed (but unticked) in the policy.

my understanding, is that if the SMTP address is ticked in the policy -when matched to the users based in the filters specified in the 'General' tab- will only set those AD accounts with those smtp addresses.
hence from above the 'Company 1 email policy' only applies to a filter we set (e.g. users with AD company name = "Company 1"
but emails to company3.com should still flow through because it's in the default recipient policy (although unticked)

obviously something is wrong here as emails to company3.com is not working, yet company2.com IS working, and it for all purposes is setup in esm the same as company 3.com

so i figured out that it's a sample as ticking the checkboxes next tot he secondary smtp addresses (company2.com and company3.com) in the default policy.

however one lasting question from this is, wont this policy then create -for every new user- email addresses for all 3 companies?
i effectively just one all new subsequent users (because they are employed by company1.com) to only have company1.com and not the other 2 emails addresses acquired from previous company aquisitions.
is this where creating higher-priority rules comes into play...eg as we've already got with the 'company 1 email policy' which has a higher precedence than the default?
