I have an acct that doesn't need deleted but just need to keep the acct from receiving new mail. Is there something I need to do in the message delivery restrictions?

In the Message Delivery Restrictions you can place an account in the Accept messages from part, not pretty but it will reject all other emails. It will also send an NDR to the sender saying they dont have permissions to send to this account.

You could use a transport rule that silently drops emails sent to that address.
