Share my calendar as public folder

I'd like to share a users calendar as a public folder calendar that when he or she get's meetings, it shows up in the public folder version. I thought there was a way to do this. HEre's what I've done so far.
Created an account and logged in and setup the user in outlook to automcatically accept invites. I set the permissions to author for default and creted a security group for calendar admins with Editor permission.

When I log in as the user and click COPY FOLDER and choose the calendar and copy it to the public folder, it shows up, but when I add an item to either, they aren't synced.

What am I missing. I thought I was able to do this years ago. I have exchange 2003 and outlook 2010.
