DAG passive copies fail (Full Version)

Exchange 2010 SP2 Ru5v2.
4 MB servers in one dag. 6 DBs A copy of every DB on every server.

If a passive copy fails I can try to do a reseed via powershell. Sometimes as soon as I kick off the command:
Update-MailboxDatabasecopy -identity "DB02\ex2k10mb1" -SourceServer "ex2k10mb2" -DeleteExistingFiles

I will get presented with a return powershell output and also event viewer:
[Seed Manager] The seed request for database 'DB02' encountered an error during seeding. Error: A timeout occurred while communicating with server 'EX2K10MB2'. Error: "A connection could not be completed within 15 seconds."

Basically all testreplicationhealth scripts return as passed. The only one I've been able to run and find some other info is the following:
Get-MailboxDatabaseCopyStatus * -connectionstatus | fl inc*, out*

All the output seems normal from that command except the follow cut:

IncomingLogCopyingNetwork : {EX2K10MB1,Replication,An error occurred while communicating with server 'EX2K10MB1.domain
.com'. Error: Unable to read data from the transport connection: A connection attempt
failed because the connected party did not properly respond after a period of time, or e
stablished connection failed because connected host has failed to respond.}

Any ideas???
