Exchange user abc@domain.com has 1 mailbox account. For this account there are multiple emails in the email addresses field:

abc@domain.com
abc@domain1.com
abc@domain2.com
abc@local.com

Outlook 2010 is configured with primary email of abc@domain.com.

If we open a new mail message and choose abc@domain1.com in the from field and send we get a you do not have permissions to send bounce back.

Not sure why this is happening, any thoughts?

From my understanding, you cannot do a "Send As" to a secondary SMTP address in Exchange 2010 if the domain is different. For example, you should be able to send as from def@domain.com but if the domain is different from the primary address, this will not work.
