Is mail flow between the two servers working properly (sending email from one mailbox on one server to another mailbox on the other server)?

Public folder replication uses SMTP to transfer the hierarchy and content. If your mail flow is not working, then your PF will not replicate. Make sure you fix up the mail routing. Does mail route from 2010 to 2007? In what queues do you see the messages stuck?

The 2007 was our only exchange server. we bought a new 2010 server configured the in and out bound connecters, moved the mail boxes to the 2010 server. now I'm trying to move the public folders the decommission the 2007 server. moving the mail boxes was easy but how do you set up the connecter on the 2007 and 2010 boxes so public folders move.

2010 box shows
hub version 8
smtp relay in active directory site
451 4.4.0 primary target ip address responded with 421 4.3.2 Service not available closing transmission channel
