Currently running Microsoft Exchange 2010 SP1 on Windows Server 2008 R2
Users running Outlook 2010
I am running Outlook 2013

A few times a week users are complaining that when they send mail it just sits in the Outbox and doesn't actually send, the same occurs for OWA users

When logged onto the Exchange Server i run the get-queue command and the total is 0, so im assuming the messages aren't even reaching the Exchange?

A reboot of the server was solving this problem until recently

The event log as ever is full of useful, easy to decipher information but this entry stuck out the most

Event ID: 1009
The Microsoft Exchange Mail Submission service is currently unable to contact any Hub Transport servers in the local Active Directory site. The servers may be too busy to accept new connections at this time.

Other error IDs: 12014, 2159, 1111, 1014

I cant seem to make any sense of why this is occuring and/or why a reboot was temporarily fixing this issue?

Has anyone had any issue like this or any suggestion on where to start in regards to isolating the root cause of this?

**I am in discussion in regards to migrating the Exchange to a new server but this is a last resort**
