We have a cross forest migration happening between 2007 & 2010. This has all been working fine if the source user has no target user. However we have some users who already have accounts & mailboxes on the 2010 environment.
We have been using the New-MoveRequest but there doesnt seem to be a switch (like you had for 2007) of -AllowMerge
Really what we want is to merge UserSourceA to UserTargetA - copy all the contents of their sourec mail into their target mailbox.
Is this feasible without having to export to pst etc?

However I would suggest to look for tools that can help to recover the mailboxes or emails from the edb file. You can check with the support team of the below software.

It helps users to view Exchange mailbox database into Outlook PST file with the same tree structure of the mailboxes and convert EDB file database and to PST file without creating any issues.

I'd consider a 3rd part tool to fully streamline the process, we have used one from Priasoft.com and it worked fantastic! Good luck,
