First, thank you to everyone for offering up your expertise!

I'm trying to figure out a way to stop outside emails from duping filters setup for message routing. If a certain client emails from EX: bob@gmail.com to ourVP@company.com and we setup a filter to send any emails from bob@gmail.com away from ourVP@company.com and directly to Sally@company.com email instead and it works fine. However, if that user realizes they're being filtered to Sally they will start creating other email accounts like bob@yahoo and bob@live.com to get to ourVP@company. The filter doesn't stop them because the email address is now different.

Is the best way to redirect bob's emails his IP and is there a filter or option to route emails based on IP?

I'm sorry if this is very basic question but I hope someone can help give some guidance.
