Exchange 2016 external mail configuration

Hi,

I have a client where they are going to move from 2003 SBS to a virtualized Win 2012R2/Exchange 2016 environment.

They have some special requirements however.
1. They want to keep the configuration that the external mailboxes are stored at the ISP
2. They want to have .local domain for user authentication and local mail transport for sensitive information without touching the internet
3. They want to get the mails coming from external partners using a POP-connector on the Exchange which brings the mails on a regular basis to the local store and transport it to the related user's mailbox.

The configuration of the environment is as follows:

Internet -> Firewall (first NAT to 192.168.2.x subnet) -> HyperV-host with 2 network cards (NIC1 granted to be the Virtual Switch of the domain (192.168.16.x) - no connection logically to the HyperV-host itself; NIC2 - internet connection to the FW's 192.168.2.x network shared to other computers to use its Internet connection making it to be another virtual switch with IP 192.168.137.1)
The Virtual Machines are:
RRAS (not a domain member, the only role to serve the ADC to communicate with the Internet) - It has connection to the Internet provided by the Virtual Switch with IP 192.168.137.1, and has a connection to the other Virtual Switch on the 192.168.16.10 IP-address
ADC-FS (192.168.16.4; GW:192.168.16.10) - has DNS and DHCP role for the domain and this is the only computer communicating with RRAS to reach the Internet. All other computer connects to this one if they want to reach something and it will transfer the request through the RRAS to the Internet if required
EXC (192.168.16.5; GW:192.168.16.4; DNS:192.168.16.4) Exchange server with Mailbox role and Unified Communication installed - the Internet can be reached from this computer and Windows updates are running also

I've also created a send connector in the Exchange Management Console to connect to the domain service provider using 'route mail through smart hosts' and setting up the SP's mail-server with an appropriate mailbox to log in.

That is where I am now, and I cannot send out emails.

Here is the error message I receive in the mailbox:

2016.07.15. 21:43:17 - Server at SXXXXXXX-EXC.sxxxxxxxxxxxx.local returned '550 4.4.7 QUEUE.Expired; message expired'
2016.07.15. 21:33:09 - Server at mail.ntchosting.com (198.23.53.115) returned '441 4.4.1 Error encountered while communicating with primary target IP address: "Failed to connect. Winsock error code: 10060, Win32 error code: 10060." Attempted failover to alternate host, but that did not succeed. Either there are no alternate hosts, or delivery failed to all alternate hosts. The last endpoint attempted was 198.23.53.115:25'



And this is the same to any external address, even if the domain hosted by the same provider.
