For the Internal and External scope options how does Exchange identify which emails are which?

Meaning does it go by sender and recipient domain or does it base it on GAL membership?

I ask because I have certain scripted processes that send emails via SMTP through Exchange but are not in the GAL.

I currently have the Scope set to "Global" and need to change it to "Internal".

I need to know if the SMTP emails will still get journaled if they're not in the GAL.
