Frequent mailbox turnover

I didn't see another thread similar to what I'm looking for so here goes...

We have 5 positions with email accounts in our company that unfortunately have high turnover. Because of this, each time this happens, we have to migrate folders and mail from old user to new user and redirect messages sent to old addresses to new address. This results in a lot of work and the list of addresses going to the most current account is getting quite long.

Would a separate shared mailbox for each position be easier to manage? As employees change in each position we would just give permissions to the new employee to view and send on behalf of the shared mailbox. No moving data or re-pointing addresses.

Are there other solutions that would work better?
