Hi,
If you have permanently deleted your emails from Outlook then you can recovery though this manual steps. Check Below:
1. Start Outlook and Click on the Deleted Items folder and then select the ‘Folder’ option from the menu
2. Then Click on Recover Deleted Items
3. Now, Outlook start recovering your emails, then select the Email which you want to recover and select the folder shaped Icon(Mention on Top)
4. Outlook recovers all the selected mails in Deleted Items folder.

If this does not recover your deleted emails then you can try Third Party software like Stellar Phoenix Deleted Email Recovery.
