Yesterday we were have trouble with a system spaming the net with email, so we closed the port on the firewall for outbound email to allow us to find the trouble system. We also stopped several services on the exchange server (exchange 2000 on windows 2000 server). Once I believe we had corrected the problem I opened the port again and restarted the exchange server. 18 hours later the exchange box is still not sending outbound. We can still send and recieve internal email and recieve external, but just can't send outbound. I have been monitoring the firewall and I can see that the server has not even tried. Does anyone know what I may need to do?

If you're receiving OK then assuming you receive on the same VSI as you send then the VSI is obviously running.
You can therefore go into Exchange System Manager and see what's in the queues and why it's (probably) at retry status.
Whilst you were having the problems did you do anything to any DNS ports? It could be something as simple as the system not being able to look up the destination address?
