why would you want to do that?

try using exmerge instead. Can be done centrally, does not require Outlook.

I've looked briefly at exmerge.
It appears to me that the pst file must be named the same as the user accout.
For example - My e-mail account is bobby.adams.
Exmerge would not import my pst file into exchange unless the pst file was named bobby.adams.pst.
That is fine for 1 or two users.
What happens when you have 400?

If I am wrong, please tell me.
I'm trying to import a lot of users into exchange from a pop3 mail server.

There are actually 3 things the exmerge process tries to match up

1. The AD users Exch Alias
2. In the ESM expaand the mailbox store where user(s) are go to the mailboxes container and see what the actual mailbox name is
3. The user.pst file name

so...
for user "Testuser" the Exchange Alias the mailbox name and the name of the .pst file have to match

NOTE
the acct being used also needs to either have "Send As" and "Receive as" rights on the store or be member of the "Exchange Domain Servers" group and an Exch Full Admin

By the way Exmerge is for users
Dragging and Dropping each top level folder to a pst file (remebering that it WILL be corrupted if exceeds 2GB pst file) and you will retain all data and public folder rules and perms given we are in the same AD Forest

IMPORT/EXPORT function in Outlook won't give the everytime guarantee of Rule & Perms but dragging and dropping will EVERYTIME

you may then do whatever you need to and then import them back to new server/store like they are completely new objects
