Auto-enable Mail on New Public Folders

We recently upgrade from exchange 2000 to exchange 2003. Previous to the upgrade whenever a user/owner would create a public folder mail would be automatically enabled and an e-mail address would be automatically assigned. This no longer works. How do I reset the default so whenever a public folder is created it is mail enabled and has an e-mail address automatically assigned. Help.....
