We are deploying Exchange to a large organization which will have 4 Exchange Enterprise Servers each with 4 Storage Groups, and 5 databases in each Storage Group. Due to default mailbox size and storage restrictions, each Database can hold a maximum of 200 users. We are looking for a way to restrict administrators from adding any new users once a particular database has reached the 200 user number, while still allowing them to administer the mailstore.
