I am having a problem with a lot of my users that will never clean out their Deleted items, their sent items, their Journals, or several other folders that they create and just pile stuff in forever that does not even need to be kept. Is their away, other than restricting their mailbox size, to prevent this? Actually I would like to, on the server side, archive the messages from all folders that are over a set time period. Is there a tool that is managed without the users consent?

Try using the ExMerge tool from Microsoft, it is free.
This may help you to archive users mailboxes in .PST file format.

You might also want to take a closer look at the Mailbox Manager which can be scheduled to move stuff to the Deleted Items folder, or even delete messages directly.

You could inform your users that all mailbox data kept in the Deleted Items folder will be deleted automatically every week, month or even day.

Thanks for the information. The Mailbox Manager was exactly what I was looking for. I set it up and it work great. Would like to see it become a little more flexable, but as for now it work better than having to manually run tools to get mail out of Mailboxes. Thanks for the help.
