Exchange Admin Security

We have three Exchange admins in our group. We suspect one of them is using their Exchange admin priveleges to open up managements email. How would we setup logging to catch them, or is their third party software that we can use, and what can we do to isolate managements accounts so that every Exchange administrator can't just open up every account, but still do their jobs?
