Is it possible to allow certain people to send mail outside exchange server to the internet and on the otherhand prevent other users to send mail to the internet. These group can only send mail inside the organisation.

I just got this working on my exchange server. You need to first of all add a local SMTP domain such as @domain.local to the user's email addresses. I used a custom recipient policy, but you can also add it in per user. Then, remove all SMTP addresses from that user except the local address. This will prevent the user from receiving external email.

To prevent sending, you need to setup an SMTP connector and add each user to the delivery restrictions tab, under the "restrict messages from". This will prevent those users from sending any SMTP message, and only allow internal X.400 messages to be sent.
