Is a third party add-on the only option to accomplish the task (setting Corporate disclaimer for outbound email)?

No you have the possibility of creating a SMTP Transport Event Sink by following below MS KB article:

317327 - HOW TO: Add a Disclaimer to Outgoing SMTP Messages in Visual Basic

But you could as well use one of the 3rd party software options available, can recommend GFI's MailEssentials, where the Disclaimer feature is part of the Freeware version.

mxClaim by Customer Magnetism is also pretty good.
