I have a user in the administrators group that I want to prevent from viewing all other Exchange 2000 mailboxes but his own. How do I go about enforcing this?

By default a Domain administrator doesn't have rights to view other's mailboxes. Even the built in administrator account doesn't have access over the other mailboxes. Go to the user's properties, choose the exchange advanced tab and check the security settings of that user on such mailboxes.
