Is it possible for someone to email an encrypted message to someone else if they have not got their own cert?

E.G. I have a Digital Cert from Verisign, I email the person and sign the mail which will send them my public key. They in turn send me an encrypted message using my public key, although do not actually have a digital cert themselves.

I require only 1 way encryption coming in, so theoretically would it work?
