I would like to setup some additional Exchange groups for performing investigations and audits. The plan is to allow read only access without allowing full Exchange Admin access.

How can I create groups and assign permissions for the following:
1. Read access to Exchange server configuration
2. Read access to user mailboxes to generate PSTs for evidence (also includes the ability to query which exchange server a user mailbox resides)

What software is required to be installed on a workstation to perform the above?

In ESM, right click the ORG level and do delegate permissions. Then select the group and assign read only.

They will need ESM installed.
