I have been given a task where I have to delegate alot of secretaries to have access to many partner's outlook with specific permissions. Due to the economy we(IS Dept.) dont have enough staff to go around to everyone's Outlook to do this manually(not even via remote control). Is there anyway I can do this from Exchange Admin(5.5) or System Manager(E2k)? Thank you in advanced.

You can use AD Users and Computers to give certain users rights to a certain mailbox. But as far as I know you can't give them detailed access (like only access to mail, not calendar or only read but not write etc) which you can do with the OL client.
