In order to SECURE the email messages, we want to have A manager has the Exchange Administrator Right and he is only one capable to read other people's email. Of course, he will be the only one responsible if any email content leak out.

The role for system engineer is to manage the Exchange server (do everything) but no way to read or give themself the Right to read other people's email.

Is that possible?
