Running Norton Firewall on an Exchange server is gonna demand a lot of work to get everything to work. Basically, an Exchange server needs to communicate with the Domain Controller. Clients need to be able to access the RPC port and several high ports. I suggest you take a look at the Microsoft KB articles. One example could be http://support.microsoft.com/default.aspx?scid=kb;en-us;280132. Also, obviously, make sure that port tcp/25 is always open, otherwise you can't receive or send email.
