Is there som rules that tell me how much bandwith i will need for each user that use OWA.

the bandwidth you need is dependent on how fast your users should be able to get access and your bandwith to the internet.
Leading fators:
How many users
How often per Day
how long
which dial-up bandwidth

It also depends on the client because IE uses all enhancements, but has larger download-volume then only using the html version with opera or netscape.

The other way round you can configure limitations
on the IIS, so your bandwidth would be shared quite fair if you wish.
